Send the base64 of a transaction you signed. The API relays it and never signs.

Turns a stored quote into transactions you sign yourself. When `plan` is present, sign and send every step in order; `transaction` is always the last one. The API never holds a key.
Outcome of a transaction GET
`submitted`, `confirmed`, `failed` or `expired`. `expired` is said only when you pass `lastValidBlockHeight` and the chain has passed it with no sign of the transaction.
